UK e-invoicing from 1 April 2029: what the HMRC roadmap means for invoicing software

In short: The UK government published its e-invoicing implementation roadmap at Budget 2026 on 28 October 2026. From 1 April 2029, VAT-registered persons must issue VAT invoices to other UK VAT-registered persons as e-invoices and be able to receive them. Peppol is the core interoperability framework, reached through certified Access Points. What is still open, and when it gets decided: the technical standards and Access Point certification (consultation in Spring 2027), accepted business identifiers, exemptions and taxpayer obligations (October 2027 to April 2028), and any accreditation for software providers (Spring 2028). Real-time reporting is not part of the 2029 mandate; a separate consultation on possible future digital reporting runs until 20 January 2027. If you build invoicing, accounting or ERP software for UK businesses, you can plan around Peppol and EN 16931-style data today, and wait for the UK specifics before you finalise.

Timeline from the roadmap

WhenWhat happens
DecidedVAT invoices must be issued as e-invoices from 1 April 2029, and every VAT-registered person must be able to receive them. Peppol is the UK's core interoperability framework (announced at Tax Update 2026).
Finance Bill 2026Primary legislation giving the power to mandate e-invoicing; expected to become law in Spring 2027. Secondary legislation with the detailed rules may not finish until Autumn 2028 or early 2029.
28 Oct 2026 – 20 Jan 2027Separate HMRC consultation on possible future e-invoicing digital reporting. No decision taken; it does not change the 2029 mandate.
Spring 2027Public technical consultation on the UK e-invoicing standards and on Access Point certification requirements. Decision on the long-term home of the UK Peppol Authority (today inside NHS Supply Chain).
Autumn 2027Guidance on EDI and legacy systems.
End of 2027Guidance for specific populations, for example people who cannot use digital tools.
Oct 2027 – Apr 2028Final requirements: scope, exemptions, standards, accepted business identifiers, software provider requirements, taxpayer obligations, updated VAT guidance, the digital-exclusion exemption process. At least 12 months' notice before the mandate.
Spring 2028Software Provider Management requirements: whether extra authorisation, accreditation or assurance applies to software providers, including those that are not Access Points.
Summer 2028Readiness testing with software providers.
Winter 2028Infrastructure and governance operational; providers complete onboarding and accreditation.
1 Apr 2029Mandate starts. Software providers in the UK regime are expected to have completed any required accreditation with the UK Peppol Authority.

The roadmap says any changes to the requirements after April 2028 will be kept to a minimum, and that there is no need to begin implementing before the detailed requirements are published.

Who and what is in scope

Network: Peppol, Access Points and the UK Peppol Authority

Businesses will usually reach Peppol through their software provider, which either runs its own certified Access Point or uses a third-party one. Access Point certification goes through OpenPeppol, plus any UK-specific requirements set by the UK Peppol Authority (the Peppol Authority Specific Requirements, covering identifiers, security, reporting on network activity, service levels, local interoperability and accreditation). The Authority sits inside NHS Supply Chain today, because the NHS has used Peppol for years; a decision on its long-term home is due in Spring 2027. The roadmap says the Authority will not receive copies of VAT invoices.

The roadmap does not describe a clearance model or a five-corner reporting flow like France's or Ireland's: invoices go from the supplier's system to the buyer's through the Peppol network, and whether HMRC later receives invoice data is the subject of the separate digital reporting consultation.

Testing UK-bound invoices today

Disclosure: W System, which publishes this page, makes the e-invoice API mentioned here. Until the UK standards exist, the closest test is the international Peppol BIS Billing 3.0 rule set. You can drop a UBL or CII file into the free e-invoice validator, or post it to /einvoice/validate; /einvoice/create builds a Peppol BIS 3 UBL invoice from JSON. GET /einvoice/route?id=GB… checks whether a UK company is already on Peppol under scheme 9932 (UK VAT number; the Peppol Directory listed about 22,800 UK participants on 28 October 2026) and returns the UK roadmap dates. W System does not yet check UK VAT numbers live: GB numbers currently return member_state_unavailable and are not billed while HMRC API access is pending. W System is not a Peppol Access Point. Free for 20 calls a day per IP; details on the e-invoice API page. Not tax advice.

Questions and answers

When does e-invoicing become mandatory in the UK?

From 1 April 2029. VAT-registered persons, including public bodies, will have to issue VAT invoices as e-invoices when they supply another VAT-registered person in the UK, and must be able to receive e-invoices, unless a specific exemption applies. The roadmap published on 28 October 2026 sets the steps to get there.

Is Peppol mandatory in the UK?

The government has adopted Peppol as the UK's core interoperability framework. Businesses will typically reach it through a certified Access Point run by their software provider. The roadmap does not say other channels are banned; it says businesses using EDI can keep it alongside the framework but must also be able to exchange e-invoices through it, with guidance due in Autumn 2027.

Which format will the UK require?

Not decided yet. The roadmap says the standards will build on established international standards, including those used within Peppol, with a limited number of UK-specific requirements. A public technical consultation on the proposed standards follows in Spring 2027, and the final standards are due between October 2027 and April 2028.

Does the UK mandate include B2C or cross-border invoices?

No. Sales to consumers do not need VAT invoices, so no e-invoice is required. Cross-border supplies are also out, because VAT invoices are not required there, though businesses may send e-invoices by agreement. Non-VAT-registered businesses can use e-invoicing voluntarily.

Will HMRC require real-time reporting of invoices?

Not as part of the 2029 mandate. HMRC opened a separate consultation on possible future e-invoicing digital reporting, running from 28 October 2026 to 20 January 2027, and says no decision has been taken on whether to introduce it. The roadmap also says the Peppol Authority will not receive copies of VAT invoices.

Do software providers need accreditation?

Access Points must be Peppol-certified, and the government is deciding whether extra UK requirements apply to all software providers in the regime, including those that do not run an Access Point. The decision is due in Spring 2028, and providers are expected to have completed any required accreditation with the UK Peppol Authority by 1 April 2029.

What business identifier will UK e-invoices use?

Not decided. Every participant will need a business identifier as part of its Peppol participant identity. The UK has no single identifier for all organisation types, and the decision on which identifiers are accepted is due between October 2027 and April 2028.
