Ireland e-invoicing from 1 November 2028: what invoicing software must ship
In short: Ireland now has dates. Finance Bill (No. 2) 2026 and Revenue's implementation paper of 21 October 2026 set out three phases: from 1 November 2028 about 2,400 large corporates must issue domestic B2B and B2G e-invoices in EN 16931 and report them to Revenue in real time, and every business must be able to receive them; from 1 November 2029 the rules extend to Irish VAT-registered businesses in intra-EU trade; from 1 July 2030 the EU ViDA cross-border rules apply. Peppol is the default network and the mandated reporting route. If you build invoicing, ERP or AP software used in Ireland, receiving is the first job for all your users, and the customer's business identifier goes on every invoice. The Bill is still in the legislative process and the technical specifications are not out, so plan now and finalise later.
Timeline
| Date | What happens |
|---|---|
| 1 Jan 2027 | Finance Bill (No. 2) 2026 amendments to the VAT Consolidation Act 2010 take effect, but no e-invoicing obligation starts yet. Revenue becomes Ireland's Peppol Authority, taking over from the Office of Government Procurement (Peppol Authority since 2018). First reference date for membership of Revenue's Large Corporates Division. |
| 2027 | Revenue gives businesses a business identifier where needed: the VAT number for VAT-registered businesses, a Revenue-issued number for those that are not. |
| 1 Jan 2028 | Second reference date: businesses in the Large Corporates Division on this date join Phase Two. |
| 1 Nov 2028 | Phase One: VAT-registered large corporates established in Ireland that were in the Large Corporates Division on 1 January 2027 (about 2,400 businesses) must issue domestic B2B and B2G e-invoices and report to Revenue in real time. All businesses and public bodies must be able to receive e-invoices. |
| 1 Nov 2029 | Phase Two: all Irish-established VAT-registered businesses engaged in intra-EU trade, plus businesses in the Large Corporates Division on 1 January 2028. |
| 1 Jul 2030 | Phase Three: the EU ViDA rules for cross-border B2B supplies apply; the VIES statement is replaced by transaction reporting. |
Revenue's own advice to software providers is not to finalise builds before the regulations and technical specifications are published. Draft regulations are on Revenue's eInvoicing Hub, and test environments are promised "in sufficient time" before 1 November 2028.
What the Bill provides
- Format: structured e-invoices that meet EN 16931-1, with national additions kept to a minimum. Peppol BIS Billing 3.0 (UBL) is compatible.
- Receiving: customers must be able to receive and accept e-invoices and cannot opt out. A PDF or scanned invoice sent by email is not an e-invoice.
- Business identifier: every e-invoice shows the customer's business identifier, whatever the customer's VAT status. VAT-registered: the VAT number. Not VAT-registered: a number Revenue issues in 2027.
- Reporting: the supplier reports specified invoice data at the time of issue. Customers don't report domestic invoices. Under self-billing the customer issues and reports within five days. A third party (software provider, agent) may report for the business.
- Summary invoices: a business making several supplies to one customer in a month can issue one structured summary invoice for that calendar month.
- Document types: invoices, summary invoices, credit and debit notes and other amending documents in the same structured format, reverse-charge invoices (for example construction, scrap metal, gas and electricity, emissions allowances) and self-billing.
- Controls: authenticity of origin, integrity of content, a reliable audit trail, and issue, receipt and storage in structured electronic form.
Network: Peppol and the five-corner model
Corner 1 is the supplier's system. Corner 2, the supplier's access point (a certified Peppol service provider), checks the invoice, sends it to corner 3, the customer's access point, which delivers it to corner 4, the customer. Corner 2 also reports the specified data to corner 5, Revenue. Revenue connects to the service providers, not to each business. Other networks are allowed only where both parties agree, and reporting still runs through Peppol. Only certified providers can act as access points; Revenue, as Peppol Authority from 1 January 2027, will publish how Irish providers get certified.
Irish participants are already on Peppol today, mostly public bodies and their suppliers. They use scheme 9935 (Irish VAT number). One trap for lookups: in the public Peppol Directory on 26 October 2026, 15 of 277 Irish 9935 participants we sampled were registered without the IE prefix (for example 9935:3213042ih instead of 9935:ie3213042ih), so a lookup should try both forms before concluding a company is not on Peppol.
Checklist for invoicing and ERP builders
- Receiving first: from 1 November 2028 every Irish user must be able to receive structured e-invoices, not just your large ones.
- Emit EN 16931 in UBL with the Peppol BIS Billing 3.0 structure, and validate before sending. Watch for Revenue's national rules in the technical specifications.
- Store and print the customer's business identifier on every invoice. Plan for customers who will have a Revenue-issued identifier instead of a VAT number.
- Choose a certified Peppol access point (or become one) that will also do the real-time reporting to Revenue at the time of issue.
- Support summary invoices per customer per calendar month, credit and debit notes in the same format, reverse-charge invoices and self-billing with the five-day reporting window.
- Look up each customer on Peppol before the first send and try both
9935:IE…and9935:…forms. - Flag which of your users were in Revenue's Large Corporates Division on 1 January 2027 (Phase One) or on 1 January 2028 (Phase Two), and which trade intra-EU (Phase Two).
- Join Revenue's consultation on the technical specifications and its webinars; questions go to [email protected].
Example: route an Irish company
Disclosure: W System, which publishes this page, makes the e-invoice API used below. GET https://api.wsystem.dev/einvoice/route?id=IE6358522H checks the VAT number in VIES, looks for the company on Peppol (public Peppol Directory, then SML/SMP; scheme 9935) and returns the dated Irish rules row. The example is EirGrid plc, a state-owned company that is already on Peppol. W System is not a Peppol access point and does not report to Revenue. Not tax advice.

Questions and answers
When does e-invoicing become mandatory in Ireland?
Under the plan in Finance Bill (No. 2) 2026, on 1 November 2028 for VAT-registered large corporates (about 2,400 businesses in Revenue's Large Corporates Division on 1 January 2027), on 1 November 2029 for Irish-established VAT-registered businesses in intra-EU trade, and on 1 July 2030 for ViDA cross-border rules. From 1 November 2028 every business must be able to receive e-invoices. The Bill is still going through the legislative process.
Which format will Ireland require?
A structured e-invoice that meets EN 16931-1, with national additions kept to a minimum. Revenue says Peppol BIS (UBL) is compatible. The detailed validation rules and reporting fields will be set out in Revenue's technical specifications, which were not published yet on 26 October 2026.
Is Peppol mandatory in Ireland?
Peppol will be the default transmission network unless supplier and customer agree on another network, and it is the mandated route for reporting invoice data to Revenue, through a Peppol service provider. Revenue becomes Ireland's Peppol Authority on 1 January 2027.
Who reports invoice data to Revenue?
For domestic supplies the supplier reports, at the time the invoice is issued, through its access point (corner 2 of the five-corner model). The customer does not report domestic invoices. Under self-billing the customer issues the invoice and reports within five days. A third party such as a software provider or agent can report on the business's behalf.
What is the business identifier?
Every e-invoice must show the customer's business identifier. For a VAT-registered business it is the existing VAT number; for taxable persons who are not VAT registered, Revenue will issue a number in 2027. It is also what routes the invoice to the right customer on Peppol.
Is a PDF sent by email an e-invoice in Ireland?
No. Revenue's paper says a PDF or scanned invoice sent by email is not an e-invoice, and that customers will not be able to insist on a PDF for in-scope supplies or opt out of receiving e-invoices.
